My first guess would be the hazard switch has overheated, which is part of the turn signal switch.

So do I have to take apart the steering wheel I did replace the turn signal switch and the brake lights were working after that but what's confusing is the break and Hazard fuse has amps from both ends so there's power to the fuse

When you test the fuse, do your test on the metal clips that hold the fuses, not the fuse itself. Corrosion can form on the steel of the clips and you lose conductivity.

Does your tuck have 2 flasher's one for the signal and one for the hazard's. Check and see. One may be bad.

Brake lights, rear signal lights and hazards use the same wires. Can you slip the wires of the brake switch and jumper them with a cotter pin or paper clip to see if the stop light work by bypassing the switch??

The switch was just my first thought, but if that is new then you will have to dig deeper. Lots of older trucks have had the wiring cut and spliced for trailer wiring, any wiring that has been tampered with needs to be inspected. Also, I hope the TS wiring has not been spliced, that is very common.
Just thought of something else, if you have factory cruise control, the truck has two brake light switches. I know that's weird, but my '76 had it, some kind of redundant safety thing.
