If you're not even getting the fuel pump sound, this is not something you can always solve yourself.

Check fuses and relays, one of them kicks in when PATS validates through the PCM. I don't know the relay number right offhand, but start first with the small relay on the top/right of the fuse box. Swap it for another. If you hear the PCM's key tone and the fuel pump kick in, it'll start and you've pin-pointed the issue.

Assuming you've checked the obvious like fuses it could be anything from the PATS system, CAN bus failure, the PCM being dead or something else like a short and a run of the mill generic scanner is typically not going to be able to read the codes needed which are Uxxxx codes. Someone with a full blown professional scanner than can pull in Ford module specific information is needed.
