On the stock rims, alignment/centering of the wheel rim is done by alternately raised and inset bevels around the lug studs. The purpose of the dowel pins is to ensure the inner and outer wheel rim bevels are stacked together right.

On the alloys I got (ION RIMS) the rims have an inset to allow the rims to nest flat on the inner mating surfaces. These rims can NOT be used as inner rims

The answer for now is to use a stock steel rim as an inner, and just paint it black - like Henry said
