Heater core valve not actuating on heat

There is a little green (original) black (new) vacuum selector valve behind the dash with the temperature selector lever that goes COOL to WARM

Originally no flow to heater core unless the vacuum valve was manually pushed in under the dash. Put new lines on, put new vacuum selector valve in.

Now the heater core vacuum valve under the hood actuates and allows hot coolant into heater core when the dash selector lever is put to COOL.

All assembled correctly as far as I can see, maybe something is backwards. I have read a million things that say when the vacuum selector valve is placed to HOT the vacuum should go to the smaller of the two vacuum lines through the fire wall, but it just doesn't (it does go when the lever is placed to COOL).

I broke apart the original green selector valve and the way the channels are setup the orange on black smaller of the two vacuum lines are vented to atmosphere when the lever is placed to WARM.

Do I have an incorrect vacuum selector valve, or does someone have some direction for me?

I will probably have to go and find a 1979 with air and pull it apart to go farther.

    Thanks, Arne
