Check out the center of the firewall for a three wire plug. Its going to be white with red, red with green and red with white wires. Unplug it and then turn the key to the "on" position without going to the start position. With a multimeter should see power at the red with green wire, it you don't then the ballast resistor is bad or the ignition switch is worn and needs replacing.
