can I just jack up the front or do all tires need to be raised?

    front will be fine.

Actually you need only jack up one front at a time.
With it out of 4WD the tire should turn.
With the just that hub engaged the wheel should turn.
With the hub engaged and 4WD engaged the wheel should not turn.
    Same on the other side.

I think I just said that right...

If both hubs are locked, and only 1 wheel is up, the raised wheel will not turn

so if I set it to 4 high and jack up both front wheels they should not turn if the transmission is in park, but if it is not in four wheel drive they should turn. is this correct?

    Auto hubs?
if so, you would have to set it in 4h, and drive about 15', to lock the hubs first, then , yes

manual hubs, lock the hubs, then drive about 15', or just turn the wheel after you jack it up until the hub locks

Hubs must be locked to test for 4x4

Oh... I forgot about the auto hubs!
    Mea Culpa!

ok friends, I put it in 4 high drove a couple of hundred feet jacked it up and both front wheels spun nicely at least I know the brakes are not hanging up. After the first couple of spins I flipped the switch in and out and could hear the transfer case motor working. So what is the next step to get the front drive working.

Can you post a picture of the front tire/wheel for us please?

would you need a picture of the hub, or the underside of the working parts.

    Hub, to see the type

You know if it has a drive shaft from the transfer case to the front rear, so the type of hub for now
